SAN MARCOS – Hays County has appointed Jennifer Moczygemba, P.E., as its new transportation director.

According to a statement from Hays County, Texas, Moczygemba, a longtime Central Texas resident, will oversee the maintenance of county roads and work with the county judge and commissioners to develop strategic plans for the area.

Moczygemba said via email that she brings 20 years of experience with the Texas Department of Transportation in San Antonio, including a decade in consultant engineering, where she gained valuable insight into the business side of the industry.

She also highlighted her role in the Texas Department of Transportation’s Rail Division, where she led railroad coordination and played a key part in developing the Texas Rail Plan in 2010.

Moczygemba said she aims to enhance collaboration between San Marcos and other local cities in Hays County to create a comprehensive regional plan. She hopes to improve transportation options to address safety and mobility throughout the county.

A key question raised by the announcement is whether the new leadership will impact the San Marcos community or its transit bus routes.

Rod Gonzalez, manager of transit operations at the Texas State University Transportation Department, said Texas State does not collaborate with Hays County’s transportation department, as the university’s shuttles operate solely within the jurisdiction of the city of San Marcos.

“The only way we would ever cross paths is if they come up and ask us for a favor and vice versa,” said Gonzalez. “It would be rare that we would be working with Hays County transportation.”

Gonzalez says Hays County primarily manages roads in the county and rural communities but is open to collaborating if needed.

“Texas State Transportation and the city of San Marcos have a great working relationship, and if Hays County Transportation were to reach out, we are open to working with them too.”

Moczygemba also clarified that, since transit systems are typically managed by local cities, her plans will not directly impact the transit systems of San Marcos or Texas State University.
